Liquor Licence

In coordination with the Town of Grimsby, the Alcohol and Gaming Commission of Ontario (AGCO) grants approval for liquor licence applications. Liquor licences are subject to a number of conditions, such as a fire inspection, health inspection and building inspection. Effective January 1st, 2025, the application fee is $32.80. Your application may be subject to additional fees, which will be determined by the department in question.

Liquor licences are available for:

  • Permanent establishments 
  • Temporary Extensions of permanent licences
  • Special Occasion Permits including Municipal Significance

If you are seeking a new liquor licence for a permanent establishment in the Town of Grimsby, or you wish to extend the bounds of your licence permanently, you must complete the following steps and review the following requirements:

  • Apply to the AGCO for a liquor licence
  • Complete the Municipal Information Form obtained from the AGCO application package
  • Provide a detailed floor plan for the business, including details such as layout, washroom quantity and placement, and ventilation
  • Submit your Municipal Information Form and detailed floor plan to the Clerks department at Town Hall or via clerks@grimsby.ca
  • Once submitted, the Clerks department will submit your documents to the Building Department to schedule an inspection. There will be fees associated with the inspection and you can contact building@grimsby.ca with any questions
  • The Grimsby Fire Department will also be contacted to schedule an inspection. There may be additional fees for inspections.
  • Niagara Region Public Health needs to be contacted to schedule any inspections in accordance with AGCO requirements. There may be additional fees for inspections
  • Complete all other required AGCO documents and submit them to AGCO

The AGCO gives consent for those with existing licences to temporarily extend the physical boundaries of their liquor licences. This includes extending licensed areas to adjacent areas for special events or occasions. 

  • Apply to the AGCO for a Temporary Extension
  • Provide a letter to the Clerks department at Town Hall, detailing the event that is taking place, along with a detailed layout/site plan that includes any tents and tent sizes. Your letter must include the date, time and location of the event, in addition to details of any propane tanks being used or vendors attending.
  • Tents of a specific size require a Tent Permit/Building Permit.
  • Contact Grimsby Fire DepartmentNiagara Region Public Health and Niagara Regional Police Services in accordance with AGCO requirements
  • Allow the Town 30 days for processing the Temporary Extension on top of any AGCO timelines

Our staff will:

  • Circulate the detailed layout of the event to Grimsby Fire Department and the Building Department for review of applicant compliance
  • Issue a Letter of Non-Objection to you upon subsequent approval
  • The fee to issue a Letter of Non-Objection is $32.80

The AGCO gives consent for Special Occasion Permits. This permit is required if you wish to sell alcoholic beverages anywhere other than in a licensed establishment (such as a bar or restaurant) or a private place (such as a private office or home).

To obtain the permit, you must complete the following steps and review the following requirements:

  • Apply to the AGCO for a Special Occasion Permit
  • Provide a letter to the Clerks department at Town Hall, detailing the event that is taking place, along with a detailed layout/site plan that includes any tents and tent sizes. Your letter must include the date, time and location of the event, in addition to details of any propane tanks being used or vendors attending.
  • Tents of a specific size require a Tent Permit/Building Permit.
  • Contact Grimsby Fire DepartmentNiagara Region Public Health and Niagara Regional Police Services in accordance with AGCO requirements
