Cannabis Growing Facilities Land Use Review

About the Study

The Town of Grimsby, in association with SGL Planning & Design Inc., is currently undertaking a study to examine opportunities for the Town to regulate cannabis production as a land use. This study may result in recommended amendments to the Town's Official Plan, Zoning By-law and/or Site Plan Control By-law to address cannabis production and its associated land uses.

Since the Town of Grimsby opted out of cannabis retail in January 2019, this study will not consider the sale of cannabis in retail stores.

Currently, cannabis production is not specifically addressed in the Town of Grimsby Official Plan: it was not a legal activity at the time the Town's Official Plan was prepared.

Production of cannabis for medical purposes is however addressed in the Zoning By-law, since this was a new legal use when the Zoning By-law was written.

Under the new Cannabis Act, cannabis production is now legal for commercial growth for both medical and recreational purposes. Therefore, the existing zoning by-law provisions no longer capture the full range of legal uses under provincial and federal legislation, and potentially need to be updated.

Study Timeline

The study is planned to be broken down into the following three phases:

Phase 1: Best Practice Review of Current Standards & Legislation (Completed October 2019)

Phase 2: Formulating Policy Options (Anticipated completion January 2020)

  • Policy Options Public Open House - November 19, 2019 at 6:00 P.M.

Phase 3: Policy Implementation (Anticipated completion Summer 2022)
