Site Plan Application

If you’re planning construction of a new building or addition you’ll need to submit a site plan application (SPA).

The purpose of a site plan application is to review site design features and coordinate the following:

  • High-quality building design
  • Impact of the proposal on surrounding land uses
  • Placement of buildings
  • Overall site design
  • Landscaping
  • Pedestrian movement and barrier-free design
  • Grading, drainage and storm water management
  • Parking, loading layout, vehicular access and maneuvering

Pursuant to Section 41 of the Planning Act, the Town of Grimsby passed By-law 86-8 to designate the whole of the Town of Grimsby as an area of Site Plan control. All classes of development are subject to Site Plan control under By-law 86-8, as amended, with the exception of agricultural buildings and structures, save and except greenhouses and help houses.

Authority to approve Site Plans Applications is delegated to the Town's Chief Building Official for all single, semi-detached, duplex dwellings, and additions thereto; and all other Site Plan Applications are delegated to the Town's Planning Director (for applications initiated after July 1, 2022).

Before starting your application, you must attend a pre-consultation meeting.

If determined to be applicable during the pre-consultation process, additional agencies may also require payment of fees or review, including Niagara Region, Region of Niagara Public Health, Niagara Peninsula Conservation Authority (NPCA), Niagara Escarpment Commission (NEC), Canadian National Railway (CN Rail), Grimsby Power Inc., Enbridge Pipelines Inc., Ministry of Transportation, Ministry of the Environment, Conservation and Parks, and Ministry of Natural Resources and Fisheries

Step 6. Application Completeness

Once your application has been submitted to the Planning Department, it will be assessed for completion according to the requirements set in the pre-consultation process, and verified that all required fees are paid for.

If it is deemed complete, you will be notified with a letter of completion within 30 days of submission, which will include next steps for the application.

If it is deemed to be incomplete, you will be notified of any revisions or additional information required. Additional fees may apply.
