Parking

Our parking by-law provides for enforcement of non-moving traffic offences in the Town of Grimsby. Our By-law Enforcement staff conduct regular parking patrols however, every infraction cannot be identified.

Be aware that not all parking by-laws are posted on signs, such as, but not limited to these infractions:

  • Stop on sidewalk;
  • Park facing the wrong way;
  • Park within 3 metres of Fire Hydrant;
  • Park within 1.5 metres of a driveway / laneway / curb cut or depressed curb.

Consolidated schedules to by-law 16-82 are listed below and are intended only as a reference.  Schedules which are not currently applicable but are reserved for future requirements are: E-Standing Prohibited; G-Commercial Vehicles Prohibited; I-Angle Parking Restricted; J-Parking Metre Zone; K-Public Parking Zone; L-Public Bus Stops; M-Vending Stops; N-Taxi Stands; and O-Loading Zones.

The administration of this by-law that applies to Ontario Regulation 333/107 and may designate other by-laws to be applicable to the administrative penalty system established through this By-law are set out in Schedules.

Schedule A

Each person who permits a vehicle to be parked, standing or stopped contrary to a part of this by-law and each owner of that vehicle are, when given a Penalty Notice in accordance with this by-law, liable to pay to the Town an Administrative Penalty in the amount specified in Schedule B.

Administrative fee means any fee specified in the by-law and listed in Schedule C.

When official signs are on display, no person shall stop a vehicle or permit a vehicle to remain stopped on a highway, at the side, between the limits and during the times and days set out respectively in columns 1, 2, 3 and 4 of Schedule "D"

When official signs are on display, no person shall park a vehicle or permit a vehicle to remain parked on a highway, at the side, between the limits and during the times and days set out respectively in columns 1, 2, 3 and 4 of Schedule "F".

When official signs are on display, no person shall park a vehicle or permit a vehicle to remain parked on a highway, at the side, between the limits, for a longer period of time and during the times and days set out respectively in columns 1, 2, 3, 4 and 5 of Schedule "H".

When official signs are on display, no person shall stop a vehicle or permit a vehicle to remain stopped on a highway, between the limits, at the side and during the times and days set out respectively in columns 1, 2, 3 and 4 of Schedule "P".

Making a complaint

If there appears to be an infraction in your area that has not been addressed, please contact the By-law Enforcement Division to file a complaint. An officer will inspect for the reported violation and ticket any vehicles found in contravention of the parking by-law.

Time Limit

The Town of Grimsby has a 16-hour time limit for parking on any street for the following reasons:

  • To assist with snow removal, salting and sanding
  • To allow for street cleaning and maintenance
  • To facilitate garbage and mail pickup
  • To control derelict and abandoned vehicles
  • To improve traffic flow

Parking rules can change

Since parking rules change depending on the road, always watch for and obey signs that say you may not stop or limit stopping, standing or parking. 

Paying the parking penalty

Within 15 days of the date of the penalty notice you may

  • Pay by mail using cheque or money order noting the penalty notice number and enclosing in the accompanying envelope, use sufficient postage and allow time for delivery within the 15 day period. If payment is received after the 15 day period a late fee of $20 will be applied. or
  • Dispute your parking penalty.

If you do neither you will be deemed not to dispute the offence, which will result in debt owing to the Town of Grimsby and your Ontario Vehicle permit not being renewed.

Cash, debit, cheque at Town Hall 160 Livingston Avenue. No credit card payments are accepted at the Town Hall. Regular Business hours 8:30 a.m. - 4:30 p.m. Monday – Friday. An after-hours drop box is available at the front doors for cheque or money order payments enclosed in the accompanying envelope-do not deposit cash. If payment is made after the 15 day period a late fee of $20 will be applied.

  • The amount you are currently required to pay (amount will be shown on the screen)

If payment is made after the 15 day period a late fee of $20 will be applied.

A service fee of 2.50% of the amount paid is levied by Paymentus for each transaction.

Late payments

If you do not pay the set fine, or on decision by either the screening officer or the hearing officer, then further administrative penalties which may be applied, but not limited to, are:

  • Late payment (16th day from due date of ticket or decision) - $20
  • MTO search (obtain ownership to send reminder or serve) - $11
  • Failure to appear for screening - $50
  • Failure to appear for hearing - $100

We do not accept the following payments

Post-dated cheques or payment by installment will not be accepted. Dishonored cheques will be subject to an administration charge.

Disputing your parking penalty

To dispute the penalty notice you must within 15 days of the date of the penalty notice schedule an appointment for a review by a screening officer.

To dispute the decision of the screening officer by a hearing officer you must, within 15 days of the date of the decision of the screening officer, request a Hearing by a hearing officer.  

Once a full payment is made, the matter is considered resolved and will not be reviewed.  This includes payments made to pending screening decisions.

During the COVID-19 Pandemic all screenings may be held by phone or in written format, no "in person" screenings will be held.

If you do not pay the penalty shown, or make arrangement to dispute the penalty notice within 15 days, you will be deemed not to dispute the offence, which may result in additional late charges and fees, the debt owing to the Town and your Ontario Vehicle permit not being renewed by the Ministry of Transportation.

As required by By-law 2016-82, parking tickets are issued for various penalty infractions which include, but are not limited to:

  • Park in disabled zone without a permit $300
  • Park in fire route $100
  • Park to interfere with snow removal $75
  • Park within 3 meters of fire hydrant $60
  • Stop on Sidewalk $50
  • Stop in Prohibited Area $50
  • Park facing wrong way $30
  • Park within 10 m of an intersection $30
  • Park in Prohibited Area $30
  • Park for longer than 16 hours $25

On-street parking is suspended during snowstorms until the local roads are cleared.  Residents are asked to remove parked vehicles from the street during or after each snowfall, this allows the Town to properly clear the snow from the entire road surface. Any vehicle parked or standing in such a manner as to interfere with municipal snow clearing operations may be ticketed or towed away. Vehicles towed may be moved or taken, and placed or stored in a suitable place, and all costs and charges for removing, care and storage thereof, if any, are a lien upon the vehicle.  Please give our crews 24 hours after the storm has ended to complete snow clearing.
